After assisting wanted criminal Dominic Toretto in Los Angeles, former LAPD officer Brian O’Conner flees to Miami. There, he earns money by participating in street races organized by his friend Tej Parker, a mechanic. During one of these races, Brian is arrested and given a proposition by his ex-boss FBI Special Agent Bilkins and Customs Enforcement Agent Markham. In exchange for helping them apprehend drug kingpin Carter Verone, they promise to clear his record in LA. Brian agrees under the condition that he gets to choose his partner, ultimately selecting his childhood friend Roman Pearce. Initially hesitant due to their estrangement and Brian’s involvement in his prior arrest, Roman eventually agrees to the deal as well.
Upon their return to Miami, Monica Fuentes, an undercover Customs Agent working for Verone, secures them an audience. Following a successful test in which Brian and Roman outperform six other drivers to retrieve a package from Verone’s impounded vehicle, they are offered a job to transport another package to Verone in the Florida Keys. However, during the test, Markham falsely suspects them of fleeing and almost reveals their cover by showing up at the lot. To avoid further complications with Markham, Brian and Roman decide to acquire a 1969 Yenko Camaro SYC and 1970 Dodge Challenger R/T through a pink slip race with two of the drivers who failed Verone’s test. As they navigate through a nightclub, Verone coerces corrupt MPD Detective Whitworth into granting them an opportunity to escape. He also confronts Monica, whom he had witnessed showing affection towards Brian earlier.
