While walking home from a pub, newspaper reporter Bruce Adams stumbles upon a murder victim who turns out to be a prominent doctor. The next day, two American policemen named Slim and Tubby are observing London police methods when they are called to break up a brawl at a women’s suffrage rally in Hyde Park. Amidst the chaos, Adams and young suffragette Vicky Edwards get caught up in the commotion and end up in jail with Slim and Tubby. Vicky’s guardian, Dr. Henry Jekyll, pays bail for her and Adams while Slim and Tubby lose their jobs.
Unbeknownst to everyone else, Dr. Jekyll has created a serum that turns him into his alter ego, Mr. Hyde—the ‘monster’ responsible for the recent murders. Dr. Jekyll is secretly infatuated with Vicky but becomes jealous when he sees her attraction to Bruce. Tubby and Slim come to the realization that capturing the monster could lead to their reinstatement on the police force. As they walk down a dimly lit street, Tubby spots Hyde and they follow him into a music hall where Vicky is performing and Adams is visiting. A thrilling pursuit ensues, resulting in Tubby successfully trapping Hyde in a cell within a wax museum. However, before Tubby can gather the police inspector, Adams, and Slim to the scene, Hyde transforms back into the respectable Dr. Jekyll.
