Cop Land (1997)
James Mangold wrote and directed Cop Land (1997), a neo-noir crime drama. Garrison, New Jersey is the home of several police officers from the 37th Precinct of the NYPD: Lt. Ray Donlan, Det. Leo Crasky, and officers Gary Figgis, Jack Rucker, Frank Lagonda, and Joey Randone. Taking advantage of a department regulation loophole by becoming ‘auxiliary transit cops’, Donlan and his group are shielded from the scrutiny of the NYPD’s Internal Affairs division. Sheriff Freddy Heflin also protects them, making them virtually untouchable. Heflin has always aspired to join the NYPD but was unable to do so due to deafness in one ear after saving a woman from drowning years ago. He looks up to Donlan and refuses to assist Lt. Moe Tilden in gathering evidence against the corrupt officers.
One evening, Donlan’s nephew, Officer Murray Babitch, gets sideswiped by two African-American teenagers while driving across the George Washington Bridge. As his tire suddenly bursts from a glass puncture, one of the teens appears to be holding a weapon and Babitch reacts in fear by fatally shooting them both. After Donlan, Rucker, and Crasky arrive on the scene, they attempt to plant a gun in the teens’ car but are interrupted by a paramedic. In desperation, Donlan persuades Babitch to stage his own suicide before hiding him in Garrison with the promise of providing him with a new identity. Later on, Randone’s wife Liz — who Heflin had previously saved from drowning — pays him a visit at his residence and they confess their mutual feelings for each other.
