On Romulus, members of the Romulan Senate discuss potential peace terms with Shinzon, leader of the Reman rebels. The Remans, a slave race from the nearby planet Remus, are often used as laborers and soldiers by the Romulan Empire. While some military members show support for Shinzon’s proposal, the Praetor and Senate are firmly against forming an alliance. However, their opposition leads to a shocking outcome when they are disintegrated by a mysterious device in their gathering room. Meanwhile on Earth, the crew of the Starship Enterprise prepares to say goodbye to newlyweds William Riker and Deanna Troi. At their reception, Data delights everyone with a beautiful rendition of ‘Blue Skies’.
As they make their way towards Troi’s homeworld for another ceremony, they receive an unexpected energy reading from planet Kolarus III near the Romulan Neutral Zone. Captain Jean-Luc Picard, security officer Worf, and Data explore a planet and come across an android resembling Data, known as B-4. The group is attacked by the locals but manages to escape with B-4, whom they identify as an earlier version created by Data’s maker. Enterprise receives orders to head to Romulus for a diplomatic mission as Shinzon, who has taken control of the Empire, claims to seek peace with the Federation. Upon arrival, they discover that Shinzon is actually a clone of Picard, created by the Romulans in order to infiltrate the Federation’s highest ranks. However, the project was abandoned when Shinzon was young and he was left on Remus where he was mistreated as a slave. Many years later, he rose to power among the Remans and built a heavily armed flagship called Scimitar.
