Bad Lieutenant: Port of Call New Orleans (2009) is an American black comedy crime drama film directed by is evacuating a police precinct. While packing up another officer’s locker, he discovers that a prisoner may still be inside despite the evacuation orders. He investigates and finds the prisoner at risk of drowning due to rising floodwaters. McDonagh and his partner, Stevie Pruit, debate whether to wait for the fire department or intervene themselves. Ultimately, McDonagh jumps in and rescues the prisoner, injuring his back in the process. He is prescribed Vicodin for pain management and is praised by the department for his bravery, receiving a medal and promotion to lieutenant.
After six months, McDonagh’s addiction to painkillers has evolved into a habitual use of other drugs like cocaine and cannabis. Even his girlfriend Frankie Donnenfeld, a prostitute, partakes in cocaine use with him. He has managed to persuade Heidi, a former co-worker now in a different police department, to supply him with drugs from the evidence room. This has caused a rift between him and his father Pat, who is in recovery from alcoholism, as well as his stepmother Genevieve, who is also struggling with alcoholism. Throughout the film, he abuses his power as an officer to intimidate others and steal more drugs. His latest assignment is to investigate the murders of five illegal immigrants from Senegal, all killed for their involvement in drug dealing within a gang leader’s territory.
