After being pursued by Kirill, Jason Bourne must evade Moscow police while wounded and confront more memories of his time in Operation Treadstone. Six weeks later, CIA Deputy Director Pamela Landy reveals a taped confession from Ward Abbott, the former head of Treadstone, to Director Ezra Kramer. Meanwhile, journalist Simon Ross from The Guardian discovers information about Bourne and Operation Blackbriar in Turin. The CIA uses the ECHELON system to track Ross when he mentions Blackbriar during a phone call to his editor. In Paris, Bourne reappears to inform Martin Kreutz, the brother of his girlfriend Marie who was assassinated in India.
Bourne peruses Ross’ articles and arranges a meeting at London Waterloo station. Upon realizing that the CIA is tailing Ross, Bourne helps him elude capture for a brief period of time. However, after becoming frantic, Ross disregards Bourne’s guidance and is fatally shot by Blackbriar assassin Paz on orders from Deputy Director Noah Vosen. With the reluctant assistance of Landy, Vosen’s team examines Ross’ writings and identifies his source as Neal Daniels, a CIA station chief. Bourne makes his way to Daniels’ office in Madrid but finds it vacant and runs into Nicky Parsons, a former Treadstone operative with whom he shares a past. Nicky reveals that Daniels has fled to Tangier and assists in Bourne’s escape from an approaching CIA unit.
