A South Korean crime action film, The Outlaws (2017), tells the story of a turf war between a local gang in Garibong-dong and the Heuksapa gang from Yanbian. As violence continues to escalate, the police are called in to restore peace. Jang Chen, leader of the Chinese mainland gang Black Dragon, ruthlessly collects money as a loan shark in Seoul’s Chinatown. Backed by his henchmen Wei Sung-Rak and Yang-Tae, Jang Chen sets his sights on taking over Chinatown and eliminating rival gangs Venom Gang, led by Ahn Sung-Tae, and Cobra Gang, led by Jang-I-Soo. As tensions rise and violence erupts, Detective Ma Suk-Do and Captain Jeon Il-man work to maintain order in Chinatown. Confrontations between the gangs ultimately lead to Jang-I-Soo attacking Jang Chen’s casino. Despite efforts by Sung-Rak and Yang-Tae to defend themselves, they are apprehended by Detective Ma while their leader escapes. Upon discovering Jang Chen’s crimes, Ma and Jeon set out to bring him to justice.
The following day, Jang Chen and Yang-Tae successfully attack Jang-I-Soo and his henchmen at his mother’s birthday celebration. The hotelier informs CEO Hwang of Jang Chen’s whereabouts after the incident, prompting Hwang and his henchmen to attempt to kill Jang Chen. However, Jang Chen narrowly escapes and later kills the hotelier when he discovers Hwang’s involvement. Ma enlists the help of Chinatown colony members to catch the Chinese moneylenders by gathering photographic evidence. With Ma’s guidance, they successfully arrest all involved parties, including Yang-Tae. During the pursuit, Kang Hong-seok is captured by Jang Chen but is saved by Ma crashing into Jang Chen’s car. Despite this setback, Jang Chen flees to the airport where he departs for China and disappears from sight.
