The Watcher (2000) is an American thriller film directed by Joe Charbanic. In the film, FBI Special Agent Joel Campbell fails to save a young woman from a serial killer he has been pursuing in Los Angeles. Stricken with guilt, Campbell leaves his job and relocates to Chicago, where he suffers from agonizing migraines. In an attempt to cope with his emotional distress, Campbell seeks therapy from Dr. Polly Beilman and remains isolated from others. However, his quiet life is interrupted when a woman is murdered in his apartment building. Upon receiving a photo of the victim in the mail, which was sent three days prior to her death, Campbell realizes that the same killer he was investigating has followed him to Chicago.
Despite the urging of FBI Special Agent in Charge Ibby, Campbell refuses to return to the case. One night, Campbell receives a call from David Allen Griffin, the killer. Griffin informs him that he has followed Campbell to Chicago and wishes to reestablish their previous connection. He mentions sending a photo of a woman in the morning and urges Campbell to locate her by 9:00 pm that same night. Eager to be involved in the case once again, Campbell shares his request with Ibby and is given permission to join in. Together with Mackie and the team, they work diligently to spread the word and find the woman before time runs out. Unfortunately, when Campbell finally obtains her house number and contacts her, Griffin has already arrived and committed murder.
