Licence to Kill (1989) became the sixteenth installment in the James Bond series, produced by Eon Productions and starring Timothy Dalton for the last time. The film was directed by John Glen and also marked the final appearance of Robert Brown as M. While travelling to his wedding in Key West, MI6 agent James Bond and CIA agent Felix Leiter were enlisted by DEA agents to help capture drugs lord Franz Sanchez. Using a Coast Guard helicopter and a hook and cord, Bond and Leiter successfully bring down Sanchez’s plane. They then make it back to the wedding ceremony just in time but soon learn that Sanchez has been aided in his escape by DEA agent Ed Killifer. Meanwhile, Dario and his crew attack Leiter and his wife Della, resulting in her death, while they are being taken to an aquarium owned by one of Sanchez’s accomplices named Milton Krest.
Sanchez has Leiter lowered into a pond holding a Great White Shark. When Bond learns that Sanchez has escaped, he returns to Leiter’s house to find that his friend has been maimed and Della, his wife, has been murdered. Together with Leiter’s friend Sharkey, Bond embarks on their own investigation. They uncover a marine research centre run by Krest, where Sanchez has stashed cocaine and a submarine for smuggling purposes. After successfully dispatching Killifer in the same shark pond where Leiter was attacked, M summons Bond to Key West’s Hemingway House for his next assignment in Istanbul, Turkey. However, Bond declines the offer and submits his resignation instead. M responds by suspending him from duty and revoking his licence to kill. Without official authorization, Bond becomes a rogue agent but receives assistance from Q regardless.
