The Enforcer (1976), a neo-noir action thriller and the third installment in the Dirty Harry series, is directed by James Fargo and stars Clint Eastwood. In Marin County, two gas company employees fall victim to Bobby Maxwell after being lured to a remote spot in Mill Valley by a seductive woman. Maxwell is part of the People’s Revolutionary Strike Force (PRSF), a group posing as terrorists to cover up their illegal activities. Inspector Harry Callahan and his colleague Frank DiGiorgio are first called to handle a fake heart attack at a restaurant before being summoned to deal with a holdup at a liquor store. In order to rescue the hostages and stop the robbers, Callahan crashes his own car into the storefront and takes advantage of the ensuing chaos to eliminate them.
Callahan’s boss, Captain Jerome McKay, angrily scolds him for using excessive force, injuring the hostages, and causing $14,379 in damages. As a consequence, he is transferred to the personnel department and forced to participate in the interview process for promotions. To his dismay, he discovers that according to the mayor’s new affirmative action rules, some of the promotions must go to women. Among them is Kate Moore, a desk officer with no field experience. The PRSF steals an gas company van and uniforms and uses them to steal weapons from a warehouse including M72 LAW rockets, M16 rifles, a taser, and more. During their theft, DiGiorgio and another officer catch them in the act but Maxwell fatally wounds DiGiorgio with a knife and runs over the other cop with the van.
