The Siege (1998), directed by Edward Zwick, follows a fictional scenario in which New York City is plagued by terrorist attacks. FBI Special Agent Anthony Hubbard and his partner Frank Haddad find themselves at the center of the action as they intervene in a hijacking of a bus loaded with passengers and rigged with an explosive device. Despite their efforts, the terrorists manage to escape when the bomb turns out to be nothing more than paint. However, things escalate when Sheikh Ahmed bin Talal, a suspect in an earlier bombing, is demanded to be released by the FBI. As tensions rise, Hubbard clashes with CIA operative Elise Kraft and takes her into custody along with a terrorist suspect. But their troubles are far from over as another attack occurs on a Metropolitan Transportation Authority bus, resulting in the tragic death of 25 individuals.

The FBI apprehends a man named Samir Nazhde, who confesses to signing the visa application of one of the suicide bombers. This was just one of many applications he had signed as part of his role as a lecturer. Despite this, Kraft maintains that Samir is not involved in terrorism and it is crucial that he remains free for the sake of the investigation. Hubbard and his team successfully eliminate the other members of the terrorist cell and initially believe they have neutralized the threat. However, things take a turn for the worse when there is a bombing at a crowded theater and a hostage situation at an elementary school. The situation escalates even further when One Federal Plaza, which houses the FBI’s New York City field office, is destroyed, resulting in over 600 casualties.
