The killer manages to escape with confidential documents, captured on security footage but yet to be identified. Fast forward several months and we find Senior Deputy US Marshal Samuel Gerard and his team successfully apprehending two fugitives in Chicago. Meanwhile, following a car accident, tow truck driver Mark Warren faces charges for carrying an illegal weapon. However, further investigation reveals that he is actually federal fugitive Mark Roberts – the prime suspect in the New York double homicide case.
On a prisoner transport plane with Gerard and the rest of his team, Roberts foils an assassination attempt orchestrated by another inmate armed with an improvised firearm. Unfortunately, the bullet used causes severe damage to the aircraft, leading to the death of the would-be assassin. As the plane plunges into the Ohio River, Gerard springs into action, attempting to save the prisoners who have survived the crash. Meanwhile, Roberts seizes the opportunity to escape. In order to track down Roberts, DSS Special Agent John Royce is brought onto Gerard’s team. Eventually, they track Roberts to a Kentucky swamp where he injures Gerard and makes a hasty retreat. However, suspicions arise for Gerard as he wonders if Royce may be hiding crucial information about Roberts and his trail of murders.
