In this film the titular character is called upon by Chief of Police Hamre to investigate a hostage situation on a farm near Bergen. The main suspect is Jan Egil, a 16-year-old foster child of the murdered couple. The child solely confides in Veum, their long-time acquaintance. He vehemently denies being responsible for the death of his foster parents.
However, a number of social workers at the orphanage where Egil was placed as an infant express empathy for the situation, as they are advocates for the vulnerable youths residing there. The facility has been grappling with a dangerous new substance called GHB (Hydroxybutyric acid), which has claimed multiple lives. Despite Egil confessing to the murder, Hamre urges Veum to step away from a closed case. Yet, Veum uncovers that Egil is being coerced due to his knowledge of a distressing truth about his foster father and this drug.
